When converting/Decrypting rom
is it completely useless or we should absolutely not put it ,what this file does ?

we don't need it do decrypt/convert the game because while cia-convert-process, the Update-Partition will be removed.

But what does this file if it's there there is a reason why no ? so why every time I convert something I feel like the rom is not complete anymore
removing it substract something to the rom or does this file is suposed to do anything?

It is because ncchinfo_gen creates Xorpads for everything even if we don't need it.
