update emunand with new fw will fix this problem. in this case fw v 9.5

I failed to update emunand offline (I used Devmenu) and there are no games with 9.5 fw update.

u can use 3dsnus to download 9.5. usually i use fbi to install cia. it should work. try it.

I already used 3DNUS to download 9.5. I got a failed to import cia blahblah message.Maybe I should use bbmenu instead of devmenu.
Never heard of fbi.I'll give it a try later.
