That would mean they person who wants to play out of region games need to find the game updates elsewhere and install it, instead of going to eshop correct?

Yep. The updates from your own region will install, they just won't be applied to the game. Been there.

I have a VPN with servers around the world, I always wondered if there was a way to connect to the EU eshop via Munich. we will have to wait a bit to try that one out now.

I did it with a EU. game ( i have a usa). i dont remember the title of but it works. ( not talking about updates)
