Rusb With your CTRtool I get a "msvcr120.dll" not found. Hence I used another version of CTRtool which works fine.

Then I unpacked PokeSilver, did not change anything and repacked. I tried running the rom and it is stucked at the 3ds black red white loading screen.

Yes. I followed the instructions.

Place ROM.3ds, run #1.bat, changed rom.gbc to vc_rom.bin, run #2.bat. Copied to GW, stuck on the 3ds black/red/white loading screen.

Tried it again without changing vc_rom.bin same thing, stuck.

example Megaman.gbc change the name to vc_rom.bin in to the rom folder and put the bbb (bigbluebox) rom pokemon crystal.3ds on crear rom folder and change the name pokemon crystal to Rom.3ds and then execute generar.bat and wala its works.

You need to download and install the Microsoft Visual C++ 2013 Redistributable. Works fine here.

Yeah, did that. Still didn't work. Tried both x86 and x64. I'm running a 64bit win 8.1

Yes. Look, I followed all the instructions correctly. Was able to extract the romfs etc etc, was able to replace vc_rom.bin, was able to generate VCGBAROM.3ds
