Until today I had never heard of the
Wise Card series before.
My Google-Fu has revealed some confusing results; I cannot find anything specific about the Wise Card II. What I can find is that there was a Wise Card I (which may have come in 64Mbit/8MB, 128Mbit/16MB, and 256Mbit/32MB sizes) that used something called a
Wise Box to reprogram it, and that there was a
Wise Card III that seems to have had a linker that looks similar to the XG Flash's.
I can't tell if the Wise Card II and III are the 128Mbit/16MB, and 256Mbit/32MB models from the initial release or if they were later releases. The fact that the Wise Card III seems to have a different linker might suggest that that's not the case though...
Either way it seems that the Wise Card series relied on a USB programmer of some kind instead of later flash carts that used the GBA itself as the linker.
Hopefully someone else can help you out a bit more, but you're going to be hard pressed to find what you need to reprogram the cart.
