We can observe that August 2013 is the first and only month since the release of Swapnote that never saw any new stationery from any region. Nintendo hasn't released any new stationery since July, but I'm personally expecting more in the future.

That probably isn't the reason. However, I'd be willing to bet that closer to Pokemon X/Y launch, we'll start seeing more new stationery again.

No on the download & copy to SD. People have to send them to your 3DS via the Swapnote app.

We're almost guaranteed to see an English version of the Flipnote Studio 3D stationery that Japan's had since July once said software actually releases elsewhere.
