your IOS249 is pretty outdated
it seems you installed d2x8 pack then installed 249 manually
Anyway if you don't want to touch your IOSs get USBL-GX dol 222 or 250 (rev 1214 is the latest found in my Sig has all dols)

However I recommend updating IOS 249 to d2x 10 or 10alt base 56 for better compatibility and stability

He told you to install d2x v10, but instead you installed the even more outdated v6. Go and install IOS249 d2x v10 as you were told and then report your results. If you don't know what to do with the stuff Abz linked you to, I'm sure you can use Modmii to download IOS249 d2x v10 as a .wad file and then install it with a wad manager.

As I had v8 installed, it worked fine for me. However, different wiis and different HDDs give different results (I helped a friend hacking his wii with the exact same setup as mine, but for him it did not work). Of course you can try to install v8 and see if it works for you, but that's up to you. If I were you I would just install v10 as you were told and then try another way if that does not work.

Update to the newest version, or to be exact version 10 as you were told 3 times already. v8 is still outdated. And maybe post some more info on your setup like what version of usb loader gx you are using so we can see if there are other things that might cause your problem.

You need to follow this guide to install v10 (beta 52):
http://code.google.com/p/d2x-cios/wiki/How_To_Install said:
d2x-cios-installer:

Download the latest d2x-cios-installer from its google code page:

d2x cIOS installer

Extract it into the apps folder of your sd card or usb device
Extract d2x-v7-final.zip or whatever the current version it is on your sd card or usb device into the folder /apps/d2x-cios-installer.

NOTE: This will overwrite the file /apps/d2x-cios-installer/ciosmaps.xml possibly present in that folder. You might want to rename it before extracting the d2x package.

Launch the Homebrew Channel, start the installer and follow the instructions on the screen

So, let's resume :
- Download the installer
- Download d2x v10
- extract the installer on your SD
- extract the latest version of D2x (v10 beta 52) in the same folder to replace v7 with v10
- launch the homebrew "cIOS d2x installer" on your wii and press Right D-pad when asked which version you want to install to find "v10".

You need to install this :
Slot : 249
d2x version : v10
Base IOS : 56
IOS Version : 21010

Slot : 250
d2x version : v10
Base IOS : 57
IOS version : 21010

If it still doesn't work, you can try again with V10-alt (beta 53).

Of course, after updating, the problem could still be there. but at lease we will know that you tested the latest version and we can check other things.

Edit:
You can also try another USBLoader.
Wiiflow or Config Loader seems to have better compatibility when initializing HDDs.

You installed Rev17 in slot 249 and 250.
Revision 17 is only working with WBFS partition. no FAT32, no NTFS.

You still haven't updated your cIOS to d2x v10.

You need a IOS with [56] (usually installed in slot 249)
You need a IOS with [57] (usually installed in slot 250)
You have everything else, except these exact two required IOS !
All other custom IOS are not needed.

Which error are you talking about?
Did you follow the guide I wrote for you?
Which step did you do, and which step do you have the error?

I'm talking about the steps you quoted, just above.

You asked "how do I install cIOS d2x version 10?"
I explained to you how to do the installation
You quoted the explanation (so I deducted that you wanted to comment something about the guide I wrote), but your syscheck is showing that you didn't even install d2x cIOS

instead, you installed an OLD and INCOMPATIBLE cIOS.
If you don't know what you are doing, please don't try random things.

I told you what to do, if you don't understand a step in the guide, ask for a more detailed step by step.

Here, I will repost the guide, tell me which step of the guide you don't understand or have problem to follow and would like a detailed step :

Step 1 - Download the installer
Step 2 - Download d2x v10 beta 52
Step 3 - extract the installer on your SD
Step 4 - extract the latest version of d2x (v10 beta 52) in the same folder to replace v7 with v10
Step 5 - launch the homebrew "cIOS d2x installer" on your wii and press Right D-pad when asked which version you want to install to find "v10".

You need to install this : (use Right/Left D-PAD to switch available options, Up/Down to navigate in the screen, in fact READ what's written on your screen to understand what you need to press)
Slot : 249
d2x version : v10
Base IOS : 56
IOS Version : 21010

Slot : 250
d2x version : v10
Base IOS : 57
IOS version : 21010

Step 6 - Exit d2x Installer
Step 7 - Test launching USBLoader with HDD connected on the Bottom USB Port (when your wii is horizontal)

If it still doesn't work, you can try again starting from Step2 but with V10-alt beta 53 instead of V10 Beta52.

Of course, after updating, the problem could still be there. but at least we will know that you tested the latest version and we can then suggest other things to help you.

You can also try another USBLoader.
Wiiflow or Config Loader seems to have better compatibility when initializing HDDs.

d2x version : v10

Dude im getting timeour error while installing as shown in attachment oic

d2x v10 beta 52
Slot : 250
d2x version : v10
Base IOS : 57

is your drive working with other homebrew ?
Like WiiMC and homebrew channel ?

If it's working, then try this:
Set USBLoaderGX > settings > loader settings > main IOS to slot251
restart the loader.

Maybe your Wii only accept USB access based on IOS58.
if slot251 works, please, try this homebrew :
http://code.google.com/p/mplayer-ce/downloads/detail?name=USB Test.rar

It will tell you if your USB is working with ehci (USB) module or not, and will create a report on your SD card.
If you have "USB Status : 0x3002" in the report file, then your Wii is one of the very rare consoles (I know only three cases), and your Wii will not work with cIOS not based on IOS 58.
As a result, not all games will work from USBloaders (as IOS 58 is not the most compatible with games).
