Install 6.60 PRO and make sure to install CIPL Flasher as well to make it a permanent CFW.

Nothing really. It's just the fact that you're going all the way back to install 6.20 PRO B-10 Permanent Patch when the Permanent Patch is mostly aimed at semi hackable PSPs and yours is a fully hackable one, so you could make your CFW permanent using a CIPL Flasher on 6.60 PRO-B10.

whats so much better about 6.60?
Nothing, other than more access to Sony's services (such as Media Go), but those can be easily bypassed by faking the version.

As I never used the CIPL, I can't confirm this, but I heard CIPL doesn't give you the option to boot into OFW, unlike 6.20 pro's permanent patch.

CIPL flasher (Custom IPL flasher), installs a custom IPL to your nand. The Custom IPL is what loads the custom firmware files on boot, thus making the custom firmware "permanent". This method only works with PSP 1000's, and PSP 2000s (non-TA-088v3), and is what all "full" custom firmwares (non-LCFW's and HEN's) use by default.

The permanent loader is for 6.20 only (it was patched by Sony in later firmwares), and is an alternative to using a Custom IPL. This method is popular, because it works with all PSP models, including the Go (5g or lower), and will make your LCFW/HEN "permanent".

So in conclusion, they both accomplish the same goal, but one only works with fully hackable PSP's (CIPL Flasher), and the other only works on firmware 6.20 (Permanent Patch). If you're using the permanent patch for 6.20 PRO, then there's really no reason to use a CIPL, especially if you don't have a fully hackable PSP (you'll brick).

whats a good theme site? between 6.60 and 6.20 which has better plugins for custom themes and custom game folders and which has better obscure plugins ?

I suggest hud(very useful, it lets you know in game cpu use, battery percentage and battery time left), hold(it adds one more brightness level), and if you want to try 3d, PSP3D.
