Gaming DSi Browser vs 3DS Browser

Do they have similar performance? As in rendering capability?

If the DSi browser uses all DSi's resources being a stand-alone app, could it also use the extra power the 3DS offers or is it limited by the DSi mode?

As far as I know, the 3DS's browser doesn't use the whole system's potential because it's made for multitasking.

Multitasking is running 2 or more applications AT THE SAME TIME.
Obviously, 3DS doesn't do multitasking, as it SUSPENDS one application and switches to another.

This is true, but while you browse the internet, it is also processing the game (assuming you were playing one), so that you may pick-up directly where you left off.

As for the browser comparisons, I've never seen the DSi browser in action but I often see the 3DS browser "[failing] to load part of the page" due to the fragmented page loading and this can be somewhat annoying. If the DSi browser didn't suffer from that problem, it might be worth using it. The rendering engines are completely different (DSi has Presto, 3DS has WebKit), however.

As far as the browsing experience goes, I think the 3DS browser serves its job of allowing you to search for help on the game you're currently playing, but I don't think it's worth using beyond that. So really, you don't need any extra processing power when it's behaving itself.

Without wanting to stray further off-topic, the iPhone supports multi-tasking (apps running in the background when they are not active) as demonstrated mostly by sat nav apps.
 
The two browsers are very different. DSi's browser is based on Opera, 3DS's browser is based on Webkit. Both browsers have pros and cons normally. However, as stated, the 3DS's browser is designed to work while games are suspended. Therefore, it cannot take many resources and doesn't use much of the 3DS's capabilies. For example, the 3D engine is shut off and there is no web page audio (apart from the dippy sounds the browser software makes).
