Yes they are limited editions, you can win them by participating a contest, but it's only for Japan / Europe.

It's kind of stupid though. I've been wanting a 3DS and so I thought of entering, but you have to already have bought a 3DS and two special games such as Mario Kart 7 or Mario 3D Land.
