Most laughably incompetent villains?

1 - satan, hands-down (reality). First of all, he tried to challenge his Creator pre-fall: an Almighty, All-Knowing God. satan _knew_ he was going to lose, that he cannot arrange it so that he wins even when he inevitably loses, and did it anyways. Most foolish idiot of all time.

2 - MPR-AI (reality): tried to tell others that I don't exist, tried to promote Sony and Nintendo extortion. Even GBATemp members laughed and poked fun at this idiot.

3 - SPECTRE number one/Blofeld (James Bond 007): Starts off as a menace, not many see his face even in his own shadow government, and is very cold and lethal. So how does he lose? he never kills the agent in his way! he even kills his own subordinate instead of his most hated enemy. by the end he dies looney tunes sound effect style, right into a smokestack.

4 - Dr. Zin (Johnny Quest): so the dude got his doctorate, studies insects, mutates them into bioweapons, but never releases a huge pandemic? come on; he could have caused an outbreak and gave cures to only those loyal to him, but nope. he just felt like playing around with a giant global warming laser...inside a fortress filled with ethanol whose laser outside can be hacked and used on his own base.

5 - Palpatine (Star Wars): he gets this plan to take over, does so, and then what does he do? he ignores Darth Vader/Anakin screaming "Nooooo!" at him! so the super bully cult politician dude, gets tossed into a superweapon reactor! why did he even _install_ one there? Those guards are among the worst ever too; one hit KO'd by yoda, and then they do a no-show as the emperor is screaming in agony while zapping a guy in a suit that just said "no!" in defiance to him. Really dude?

6 - Shredder in the 80's (TMNT): at least amidst him being somewhat of a goofball, he _knew_ he done goofed once he took over the world and told his former enemies to stop him in the past.

7 - Bowser (Super Mario Bros. Series): yeah, for the villain that _tells_ Mario specifically how to defeat him (super mario 64) and even leaves an axe only mario uses at his own bridge, at least he does not get rid of minions that at least try. he even tells them they did well even _after_ they all fail, with a whole sort of "at least we went down like loyal troopers" speech. Even in paper mario 64, he still respects minions that failed because they stayed loyal, even when he called them wimps, he still hated that mario trounced them.
