Yup, the extra section is setting the form. The first octet has an 8 instead of a 4 as well to set the extra data. Make sure you're using the Always Encounter code included with the encounter codes themselves, or else you can run into issues. I've personally verified all of my item codes so I know for a fact the Magearnite stone on my repo works. Instead of sharing your save, share your cheat file.If anyone is able to test the magearnite stone cheat, I would appreciate it. I've tried encounter cheats and they work, but items cheats don't work at all. I want to see if its an issue with my ryujinx or my save file.

I'm not activating the cheat while I'm in the inventory, I would turn on the cheat before booting up the game (I'm not sure if that is the reason why it isn't working). Also I am playing on ryujinx, but I know of people who were able to use the item codes with ryujinx. That's why I'm thinking its something to do with my save file.The item codes look right. I'm using the same ryujinx version and I don't have any mods, only difference is that I'm using firmware 21.0.0. I'll try and change the firmware and see if that worksI just loaded up my save in Ryujinx using the cheat file you provided, and the mega stone codes worked without issue.
I'm using Ryujinx 1.3.3 (latest version from their site) and Firmware 20.5.0.
If you have any mods installed, try disabling those.

Having the Pokemon encounter codes and item codes active at the same time seems to cause the item codes to fail. This isn't how they behave on Switch hardware, but every time I started emulation with both encounter codes and item codes active, the item codes wouldn't work.
To use item codes in emulator, disable any encounter codes you have active before starting emulation.
I figured this by just starting the game with only item codes enabled, then with encounter codes and item codes enabled.
