Yeah, I tried to do the same for two of the new mega stones and they stones don't appear in the satchel.

It's working fine on mine. Ryubing Canary 1.3.233

It is, just have to find the right DLC and asking for it on the site is a no no but I think people say its on page 1 now? Not sure

Your save could be the problem, yes.
Also, are you sure you've got the update and DLC installed right?

The cheats work on Citron Nightly too.
