OBLIVION! Your right, the "Items Doesnt Decrease" corrupts saves as well. At least for me you should take it out your file I mean it could be me but you could double check it.

Turn it on. Look at any dex photo even if its a question mark unseen mon. Then exit and reload spawns. All wild encounters will turn into that pokemon

check if you have "ITEMS DONT DECREASE" cheat enabled. if yes, theres your issue

that sounds like what happened with my Lab Keycard A for Lysandre Labs. It showed like I got it then when I checked my bag it wasn't even there and I could never get it again and f'ed up my save.
