What is "plenary authority"? It is absolute power, unquestioned with "no limitations". True dictatorship. He's trying to make Trump a dictator and he got caught. They later redid the clip, making no mention of that particular bit again.

That's the thing. It's not simply a "slip of the tongue". It was the fact that after he said it, he shut himself up. He didn't try to apologize and correct himself right then and there, like saying he used the wrong phrase. That just hurts any case against trying to reason it was a mistake.
