If you look up the model, you'll find they usually have Celeron N4500 Processors, or low end Intel Cores with iGPU. This is clearly a budget model, there is no chance HP would use the same Model to go up to a high-end core i9 and an RTX.

Common sense - take cost of 4080, add $1000 being a laptop. If it's anything significantly less than that......it ain't gonna be that.

To find the exact GPU model try to check it through Device Manager. Right click on Start Button > Choose Device Manager > double click on Display adapters. You will find the model number of installed graphic card.
