I have an unmodded PS4 (launch model, glossy plate) that isn't able to automatically restart. I've discovered this by rebuilding the database (which I do every once in a while); instead of it restarting it just stays off and I have to manually power it on and then it can actually rebuild the database. This may not seem as a big issue, except that because of it I'm unable to update the system, as it requires a reboot. The same thing happens: it tries to restart but stays powered off, I turn it on and it boots normally as if nothing happened. Searching the internet, the only similar situation I've found was here: https://gamefaqs.gamespot.com/boards/691087-playstation-4/75089808. That person was able to solve it by unplugging and plugging it back in, which unfortunately hasn't worked for me.
The reason why rebuild database somehow works may be because of this (this is for PS3 but I think it applies to PS4 as well): https://www.psdevwiki.com/ps3/Recovery_Menu

The rebuild process itself isn't done in recovery mode. There is no need for this to have set the console into recovery mode. This means no steps required to turn it off and hold for the beeps.
Because it can be done via MMS modules by VSH anytime, you also do not need to set any EPROM flags or anything. To instantly begin database rebuild process create the following file:
/dev_hdd0/mms/db.err
This file must contain following 4 bytes:
00 00 03 E9
Reboot the Level2-LPAR/console and you should've come to a message telling you to rebuild the database."
If I understand it correctly, Safe Mode sets a flag to rebuild the database on next boot, that's why it works when I power it on manually (which it's was supposed to do on it's own). However the same does not applies to system updates.
Also, I noted that when it powers off, the white light starts pulsating as the OS closes (which is normal) but then it stays static for a while and suddenly turns off the light. If I'm not mistaken, it's supposed to fade out.
I can play normally with no issues but eventually it will need to be updated and I don't know what to do. Help.

Leaving this update here in case someone with a similar problem find this thread: I got it back from the repair shop and the problem wasn't in the power supply or storage, it was the chipset that was acting up, they fixed it (or replaced it, not sure) and it's all good now.
