Fresh install like stated before, install the OS on an ssd... it doesnt need to be even an M.2 drive.
A regular western digital 500gb 2.5 inch (as an example), would do it. Remove any unnecessary startup programs from windows taskbar: startup tab (google it).

And as a side note ccleaner used to be good, but i think they started bundling extra adware/malware stuff so dont use them. Unless someone else has an opinion/facts on that.

Just need to evaluate if your system is too old (like you're using over 8 year old hardware, or still using windows 7), or if its being bogged down by stuff you never use anymore programs wise when its booting up and during normal every day use. You can uninstall that stuff too via control panel.

os cleaners typically do more harm than good. you should look into things like reinstalling windows, or if you don't want to reinstall you can look into uninstalling things like OEM bloatware (if it's an original install) and any additional antiviruses (like avira), these days antiviruses do nothing but spam you with marketing notifications and slow your system down. the one that comes with windows 10/11 is fine enough for like 99% of people

also try the wombo combo command in an elevated command prompt, sometimes it helps with the most unexpected things for basically no reason

You can use geek uninstaller fro desintall apps with cleaning your registry safely, it's a great tool.

Ouch, a dual core. Formatting Windows ought to help a little, but the single biggest improvement you could make would be to install a SSD (even if it's the cheapest 120 GB SSD you can find)
At the end of the day, it's still going to be sluggish, dual cores can't cope well with modern applications and websites (and much less a Celeron). What you really need is a new PC, or even a cheap/free used PC from a family member, or a computer recycling shop, etc., almost anything would be better than what you currently have.

an ssd would also help with the system constantly pagefiling/swapping thanks to the incredibly tiny amount of ram by modern standards which would also be a pretty major performance boost as well

4 gigs is sufficient for basic tasks, just don't open more than about 10 browser tabs at a time. Browsers are the biggest memory hogs.

It's a Celeron, RAM is far from the biggest concern when it comes to gaming :P
That said, I expect it would run anything less demanding than minecraft fine. And not much more. 2D indies and some esports titles are probably fine.
