My 3DS games no longer work

Since the 11.16 update my games no longer work and start showing me an error message like this
what to do to solve this error ? because I can't play any games at the moment

You can try V12, not sure if that would solve your problem.
unfortunately updating Luma3DS did not solve anything and I have arm11 errors on all my game types, even modified games

What you last installed before it started not to work?
I haven't installed anything it's just been a very long time since I last touched my 3DS

Do carts crash when launching as well? Or is it just installed titles? I would also try opening some of your homebrew CIAs.

Doesn't really help when you don't know what you installed is causing the problem. If you can't get it to boot into the home screen your other options is to restore a NAND backup if you have any, or do a CTR Transfer.
 
Hmm.. Every game you launch gives you a ErrDisp error (and not any Arm11 errors)?
Updating the firmware shouldn't've caused this, same for being on v.11 of Luma3DS.
I'd start by checking the sdcard for errors with h2testw, backup everything somewhere safe on your pc, and format it as FAT32 32kb clusters, then run h2testw with the "read & verify" setting. It should tell you if it's faulty or dying.
It's important to check it first, if it's not faulty only then you can try other methods/ solutions..

the last thing I had installed was a pokemon Y randomizer rom that I had made myself and which worked perfectly well this problem came overnight

Might be the randomizer, if you want to go through your Nintendo folder to see what causing the problem you can try that.
