The first occasion is to give information about what is going on, who it is, or some other pertinent information about the picture, and you don't have anywhere else to put that. A digital backup of yearbook pictures maybe.
The second occasion is an artist signing his work. Go ahead, I won't stop ya.
The third and final occasion is signatures on forums. They're signature, that denotes having words of some sort attached, and at the very least the name of the person whose sig it is.
All of these anime wallpapers I've seen: fuck your wordy lack of artistic vision. I don't want to see the anime's logo anywhere on the image, unless that's what the wallpaper's main focus is.
