It most likely IS just a poster, the cover has been revealed some time ago. Its simply the chief posing again, but for the first time without wielding a weapon.

Except for that weapon he's wielding in his left (or right, if you want to get technical and look at it from his perspective) hand.

Woah JK coulda swore he had a pistol in his hand last I checked. Then again, last I checked was whenever they released the cover.
