Interestingly, there was a post that mentioned this disc in 2009, but no one knew what they were talking about at the time.
tl;dr this disc will do an automatic system format. Its game ID starts with '0', so once the System Menu detects it, it runs immediately. This was used by return centers and some stores to quickly refurbish Wiis before reselling them.
