PS1/2 Want to mod my Fat PS2 to play PS2 and PS1 games. What is the best route?

I'm trying to get the best compatibility for PS2 games and PS1 games as I can possibly get. I saw that Toxic OS has some great compatibility but was wondering about HD Loader.

For Toxic OS and HD Loader if those are the best options, do I need to get the HDD addon for the fat PS2?

The only way I see to get PS1 games to work is POPStarter which doesn't have the best compatibility. Is there any other way? Is Toxic OS able to run PS1 games?

I have a fat NA PS2 if that matters.

Any help on this would be greatly appreciated.

Use Open PS2 Loader for PS2 games off an internal HDD and PS2PSXE for PS1 games.

OPL for ps2 games. PS2PSXE will work for PS1 games, but the compatibility isn't all that. I'd recommend a chipped PS1, less hassle.
