Two possibilities:

1) Sources state that nintendo leaves region locking entirely up to developers. Meaning if (example) ridge racer 4D were to be a solo Japanese release, namco can make it region locked.

2) Sources state that ALL 3DS games and software will be region locked.

Also, Singapore is confirmed to be using the US 3DS for local release, but why the atrocious price?!?

I think the price is reasonable, for a new console.
You can get it for very good prices online in the UK, so it didn't take much to decide on getting it.
It's worth the money imo

May I ask... How much is the shipping? I heard that amazon's shipping rates for games is very expensive at about US$30 for one article. I am confused... cuz I only order bluray discs from amazon and the shipment rates are reasonable

EDIT: Just found out cheapest it is about US$14 and US$3 per item, which adds to about US$22 (one 3DS, one game and one HORI screen filter). About US$22 + US$249.99 + US$39.99 = US$312 (about $400). VERY REASONABLE COMPARED TO SINGAPORE'S $399

actually, there is also a import fees deposit which they charge. so it's actually more than 400. but they have the US$35 off for a 2nd game, so it's still cheaper than buying 2 games + a 3DS in Singapore. How I hope we have Nintendo over here T_T. Then we'll be able to get club Nintendo stuff as well.

I live in Australia, so $250 USD is extremely cheap for me, and $40 USD for games is insanely cheap. I selected "CHEEEP!!!!!".
I bought mine on Amazon, from the US.

actually to the employed, it is still quite shocking. Nintendo has never charged $249.99 for any console before (apart from wii).

The games sold at amazon, US$39.99 each, is seriously reasonable.

SAME HERE!!! US$250 is seriously a bargain, even with exchange rates and shipping and stuff.

Its very expensive, at least if you compare it to the price in the USA. 249€ in Europe against 177€ (249$) in the US.
At least they got cheaper after just some hours, most shops sell it now for 222€.

I'm not buying till brand new it's $150.

Parts cost $100 and there's also the price of production and labor. Nintendo also sells systems for profit, unlike Sony which sells them on a loss (and relies on software sales to cover the gap).

I think the PSP launched for the same price and considering how people are willing to gobble up iPhones and iPod Touches for a similar price, it's really not that much of an outlandish price.
