Hardware Streetpass problem...please help

Hey i am having problems with my 3DS. Its 3.0.06E and worked flawlesly before. Now when today , i walked passed my friend , i got his data for his mii (Quest and puzzle) but he didnt get me. I have tried everything to get it to work and no prevail. can someone elp me?Ive tried turning it off and on , turning wireless on and off....

are you passing him for long enough

has he made sure hes not at his 10 limit

if he has lots of games it can take longer as 3DS checks for each app registered over 3DS

go into setting and turn spotpass on and off for that app

turning 3DS on and off

make sure he is on 3.0.0-6
