Hacking One step skipped during region change?

Hello, I just changed the region of my Japanese 3DS LL successfully by following the online guide, but there's something that didn't seem right to me: At Section V, number 6, the final substeps said "Press (A) to confirm" and "Press (B) to decline installing tickets from CDN." The first part I did get to reinstall the tickets, but following that, the final substep to decline CDN installs did not appear on FBI. Is this normal?
