You can run userland homebrew if you have an entry point. And if you have a previously hacked O3DS you can purchase field runners or legends of exidia (on the hacked system) and then system transfer to your 11.0 3DS and downgrade it to 9.2.

User land homebrew includes playcoin editing, emulators in the homebrew menu, and other small apps. But it does not allow CFW or playing backups of (3DS) games.
