Yes, this game supports multilanguage (EUR version only). And yes, it works with Emunand 9.0 spoof.

Well, it's the EUR version, so, yes, it has multi-language support. Well, someone said he got it working by spoofing it.

Probably you can make a cia your own. But there a few problems with it. So it will be only the 3DS version of this game for now.

I've got it working with Gateway on 9.5 emunand no problems, Sky3DS doesn't work though

Eur version works fine on my n3dsxl us version with gateway, attempting to create cia due to boredom, even though everybody says it wont work, might as well try.

We just need to wait for Sky3DS to update their website with a new template that includes Xenoblade, I suspect it will be tomorrow as they released one today already(before the rom was online I think)

As long as your n3ds is the eur region, It should work, but I'd personally back up my emunand before trying just in case.

No. Xenoblade doesn't use 7.X keys, but N3DS-only 9.3 key.
The key you provided to the xorpad generator wasn't correct -> you have incorrect xorpads -> you can't decrypt the game -> you can't make CIA
