Hacking Japan N3DS + US rom : SpotPass broken.. any solution?

So I got a Jpn N3DS with 9.5 on emunand.
Sysnand & emunand are unlinked. I accepted the "terms and condition" on both sysnand and emunand.
For JPN games such as MK7 and many more, as long as they're japanese version, spotpass/streepass work fine.

But for USA games, such as but not limited to:
- SMT: Devil Survivor 2
- Tomodachi life
- Super Smash Bros.
- Theathrythm
there is apparently no way to enable spotpass/streetpass. :(

The US games seem to be looking for the US version of "terms & condition" (user agreement / EULA), when I try to enable spotpass the JPN "terms & condition" keep coming over and over in loop, even though I accept them of course.

Is there a solution to this issue?
Can the US & JPN "terms & condition / EULA" coexist on the same system? I believe that would solve the issue.

Not broken u just use instrution this:

I thought it'd be good to contribute to the GW Community! This fix was found by Hybrixe on GBATemp
Things you'll need:
SDKDevkit Tools (Google it, cannot provide link)
a 3DS
Gateway Card
ROM with online capabilities
-

1. Extract SDKDevkit tools and search for Config.csu
2. rename Config.csu to Config.3ds
3. Put the Config.3ds file onto your GW Red Card SD.
4. Turn on your 3DS, and launch the GW Exploit, then go to GW Mode.
5. Launch Config.3DS from your Multi-ROM Menu.
6. Use the + Pad to scroll down to "EULA Setting"
7. Press A to Start
8. Press "Agree Version" and set the XX.XX Version to ff.ff
(Scroll down instead of up)
9. Force shutdown your 3DS, and it should work now!

yep , what charlesX posted kills any agreement problem in the future ever , since you basically make the console believe you have accepted the "ultimate agreement" lel

Before changing the value to ff.ff, I'd like to find out my original/virgin value, is there any way to do this?

I've also looked for the origin of this great discovery, it went like this :
kevinxgrande (max) > Hybrixe (temp) > cobxlt (max) > charlesX (temp) hehe now that's some crazy relay!

If anything, I think having it set to 00 00 would constitute not having set it at all in the first place, therefore not agreeing to it.

Would make sense, yes.
Not knowing for sure I'm backing up emunand, we never know..

Edit: nice, there is a way to read current settings before change, here I got 01.00.

For some reason, whenever I install the config.cia that I created, I am only getting a black icon and it is not working. It says that it is installed in CTR NAND

It's just because that US game sucks.
Only US game blocks crossing region network access. JP/EU/KO/TW/CN games never do that.

Solutions:
- Config.CIA
- Play EU games instead
