my friend said the only way to get Freeze Dry on a Vulpix is to breed it w/ a Piloswine cuz it learns Freeze Dry via levelling up, but you can also do it with a Smeargle?? what other Pokemon have Freeze Dry so Smeargle can sketch?

Glalie learns it so you get it evolve it sos smeargle etc. I semi mentioned it in my earlier post about the two Vulpix requests.
