ATTENTION!
To anyone wanting to update to update to 11.4, please don't update.
11.4 breaks the reboot patches in Luma, and as a result, AGB (unreleated to TWLoader) and NTR/TWL modes are broken, meaning that you can't run any ROMs from the SD card, flashcard, or even run your retail DS cartridges.
EDIT: This only happens on New 3DS. Old3DS/2DS seems to be working.
EDIT2: The issue is fixed in the latest Luma nightly.

But it can be hard to predict what a computer is going to do sometimes.

Incidentally, it works just fine on my old 3DS, so something about this system specifically is wigging out, and I have no idea what it could be at this point.

Try Super Mario 64 DS.Oh yeah... I must have had a brain fart looking at the underscore on the top line, haha. Anyways, I've tried Castlevania Dawn of Sorrow, and Sonic Rush. The latter of which has worked on previous versions of TWLoader, and the former works on my old 3DS, albeit with loading times between menus so long that it's hardly even worth trying to play.

Also, make sure Console output is off. That helped with one user.

The previous version of TWLoader only works with unofficial bootstrap, because it doesn't rely on an extra option.
The latest version of TWLoader only works with official bootstrap, because TWLoader saves the required option to bootstrap's .ini file.
