Hmm, only thing I can suggest trying is a free eshop game (or demo) that was released before 9.6.

edit: Actually do me a favor and try Pokemon Shuffle if you don't already have it installed for some reason. That was the first game I tried downloading that stalled at 99%.

What is your system version and model?

Still get 007-2404

If you are getting 007-2404 then you did not install the latest eshop. Please make sure you are downloading/installing 0004001000021900.cia and that it is version 19465. You may have to use sysupdater to install it. FBI flat refused to install it for me, and DevMenu and BBM sometimes won't actually install a title if it already exists on the system.

You have to be have to be careful when using sysupdater to update your system, because installing a new NATIVE_FIRM while FIRMlaunch is enabled it messes stuff up.

Since you are only using it to install a single title you will be fine. Of course always back up your emunand first, just to be safe.

It worked now, but when i tried to download my 3DS crashed and I got black screen with "An error has occured. Hold down the POWER Button to turn off the power".

EDIT: It only happens when i try to download Pokémon Picross.

It worked now, but when i tried to download my 3DS crashed and I got black screen with "An error has occured. Hold down the POWER Button to turn off the power".

EDIT: It only happens when i try to download Pokémon Picross.
Pokemon Picross is a 9.6+ game using the new encryption. Even if you didn't get the crash you would not be able to install or play the game because your system isnt able to decrypt it.

I've been lurking around this thread and seen that some people are also trying to access the eshop thru a region changed emunand. I tried the method the op said and I got Error Code: 005-5602 which supposedly means that Im trying to access the wrong region's eshop. I get the same error if i try to do a system transfer which is basically my main objective (if i try to set up a NNID, it wont complain and it'll allow me to acctually do it). However some people are reporting and have even made videos of accessing other region's eshop.

I'm using a n3ds with EU 9.0 and emunand US 9.5

If both systems are 9.2 or below, or you happen to have your nand.fat16.xorpad for both, you can manually do the transfer. You just need to backup the nand of the one you are transferring from, and format the nand while online, so you get rid of the NNID being tied to it. I forgot where the thread is, but it's here on gbatemp and involved a small hex edit to movable.sed.

Never had a problem with devmenu. In fact, it's the only one that seems to handle DLC properly, even though others don't even complain or give errors... the DLC just doesn't work when installing them. And which version of FBI are you using? It must be old, because a file from CDN (such as Eshop or something that was created with 3dnus) shouldn't refuse to install for any reason. I'd have to check which version I have (and will do that right now) but almost every time I try and use FBI to install something I get an error. Don't remember off hand what it was but I want to say it was something about an invalid state? This has happened with games, game updates, dlc, and system titles. I think I have gotten FBI to install something maybe one time and iirc it was the .3dsx version. Not sure the .3ds and .cia versions have ever worked for me.

As for DevMenu and TitleManager (BBM), I have regularly had them tell me the title already exists and then stop without actually importing the .cia file. Supposedly they should only do that if the file I am trying to import is the same version or lower than the one already present on the system, but in my experience it has been rather random whether they will install a system title or not (DLC and Games work fine. Never had a problem with them, only system titles like NVer and tiger).

For me personally it is just easier to use sysupdater when I need to update/downgrade a system title like tiger or NVer for testing. At the end of the day I know with 100% certainty if I use sysupdater the title I want to install will be installed, regardless of whether it exists already and what version it is. I cannot say the same for DevMenu, FBI, or TitleManager. If they work for you then more power to you. They don't have 100% success rate for me so I will not be recommending them when I direct someone to install a system title.

1.4.17 is out now, and it makes it easier to delete titles before installing older ones. With BBM, you have to delete the title first, then install it.

Afaik FBI is the only one that allows you to delete system titles that are installed to the NAND itself. If you can do it with BBM or DevMenu I sure as heck do not know how.
Either way sysupdater works 100% of the time for me so that is what I will use when it comes to messing with system titles.

I have a N3ds on 9.0 emunand and want to access the eshop.

From what I've read I need to update the NVer and use hans to access the eshop.

The question I have is how do I update the NVer. I read something about 3dnus but was not able to find tutorials on the procedure.

Any help will be much appreciated.

Edit: Founds 3dnus, downloaded the latest Nver.
Do I install it to the nand or sd card?

Finally set everything up and got the homebrew launcher to boot, however, any applications I try to launch in the homebrew launcher (including hans) freezes the system. :'(
Any ideas on a work around/fix?

Edit 3: Sorted it out by using the latest boot.3dsx from the starter pack

Worked flawlessly - after upgrading my n3ds emunand to 9.5.0-23E installed Nver and tiger via fbi (freemultipatcher cia, too), version string changed into 9.5.0-28E, startet freemultipatcher, then started eshop - everything works fine!

One thing I'm not satisfied with it: You NEED gw mode or you will get nintendo 3ds logo loop at start eshop. That... kinda sucks
