They use the same key database, so offer the same titles. CIAngel may be slightly more stable as it's single threaded, FreeShop looks prettier

So long as you have CFW installed, and the title is available on the titlekey website, yes.

All the games are accessible through CIAngel?
I'm trying to donwload many games but I can't find them. Even if I type correctly the name and complete title.

Also the serial search is working normally? I try to find the same games that I know that are there (I already downloaded them) with the serial they are showed in CIAngel but it doesn't show anything.

The only games that are available are those for which people have contributed title keys.

Make sure you have the region filter set to OFF (Press either L or R, can't remember which, until the region at the bottom of the screen says OFF).

Ok then i've downgraded my n3dsxl on 9.2, i installed a9lh and i downloaded pokemon sun with ciangel.

When i try to run the game, it freeze at nintendo 3ds logo and the game don't start.
What's the problem ?

Sun/Moon require at least either 11.0 or 11.1 firmware to run. You have to do a system update. Yes, it is safe with a9lh to update your system to 11.2. Please don't ask.

I already said it's safe to update. You won't lose a9lh or Luma. :/

Redownload the game or find another CIA.

Use FBI to install the seed for the game (It's an option in the title list)

Soundhax cannot do those kind of things.

Fasthax does because it will have apps like FBI but it doesn't have a way to go homebrew by itself.

Fasthax having FBI can let you install a *legit* CIA (DSiWare) for YOU be able to downgrade via DSiWare method.

Then you can inject the save and use the Hacked save legit DSiWare game and Soundhax as a team.
