Ok so I haven't found any good answers so I'm just gonna return it I guess
Do to the 3ds sd write/read cap you won't get it any faster. Also bigger SD cards take longer to load then smaller ones. The fastest way is freeshop but that is slow on o3ds/2ds because of crap wifi speeds on the 3ds. The fastest would be gateway with a fast mircosd (no speed limitation) but those cost $70 and can brick your 3ds.

I guess, but that still dosent explain why the SD would start copying fast, but then the speed would plummet in about a minuet to 3 mb/s

It normally slows do after about a minute and after a minute goes back up.
Not mine, it will slow down after a minuet from 16 mb/s down to around 5, then down to around 2 for the rest of the copy (it never goes back up)

Are you transfer one big file or multiple little files. One big file should stay at a stable rate. Multiple little ones will go up and down.

Mine too, i got 32GB 80MBps. when copying its great, stable on 19-21Mbps. but when installing cia normally got 1-1,25 Mbps, but in random situasion its drop to only 250kBps. its slower 5x time than usual, so its like take forever. (installing Pokemon Moon.cia 1st try drop on 600MB, then i canceled, 2nd try drop on 1GB, 3rd try drop on 800MB)

I never found the problem, but best buy told me it was simply faulty. Then they replaced it.

Are you near sea/salt water, or in general they just don't last. Sounds like if you driving a mercedes, you need a garage. I get snow n ice here so nothing worse than clearing that shit off at 6am rushing to get to work.
