I followed the re-install process using FBI and it still hangs on a black screen when attempting to access DS WI-FI settings.
Should I try a different CIA installer? FBI just has an "install cia" option. I don't see any sort of "install to NAND" option.
Are you using the latest FBI? If so, the CIA will install to NAND. If not, press L to change destination to NAND.
Are you using a boot manager as arm9loaderhax.bin instead of Luma?

I followed this guide: https://github.com/Plailect/Guide/wiki
to set up my CFW. I have ARM9LOADERHAX installed, but Luma is the only CFW I have on my system.

The version of FBI I am using is 2.3.1. When I check for an update using FBI it says it's the latest version.

But are you using something like BootAnim9, CtrBootManager9, etc.?

I turned those off, still hanging at black screen when launching DS game or attempting to open DS WI-FI settings.
I'm not sure why he suggested that, those should have no bearing on DS/DSi stuff. You sounded unsure as to if you had a patched TWL firm on your system, you need to make sure that's not the cause by installing an unpatched one.

I DELETED the two TWL_FIRM files (compared and matched the TITLE ID's, they are the 2 last things before the DSi Demonstration title) I then installed the TWL_FIRM files supplied both by a link in this thread, and the one on the Luma Wiki. No dice. Still doesn't work. Unless a modified Whitelist would cause a problem, I have no idea what's causing it, or why a SysNAND restore from backup is unable to fix the problem.

just to make sure, you installed a firm file for your device right? (that's to say, you have a New 3DS and installed the New 3DS one, or you had an 'old' 3DS and installed that one). Not sure about the whitelist...never put anything like that on my 3DS so I wouldn't know if it would matter.
