What error does it give? And you repacked the .3ds as cia?for some messed up reason, i can't install any of the devtools CIAs, yet all other games, and BBB work fine...

Because their current method of booting emunand still uses the FIRM of sysnand (as well as some other parts of it) - this is why a 4.5 sysnand can't play current games. As the latest system software generates a new keyX on boot, they know with their current set up they won't be able to support it. Well savedatafiler is in .cia format so only systems which can support .cia installation can use savedatafiler. So in short terms any console with 9.2 and bellow is eligible as long as you have a GW card or a CFW.
