OK. Just so you know, most hidden abilities have been released (Chansey is one of them.) These are super easy to hack in since Nintendo's servers will not block them. In Pokegen, you can put the ability to Healer and then you have to go to where the Trainer ID info tab. At the bottom, you will see a thing for extra bytes. Make sure that it you put a 1 in the 0x42 slot. That is the hidden ability flag. These are readily played in gen 5 and can be uploaded to bank without problems.
i used thatAs to why it is not crossing over through Bank, it could many issues. An invalid PID will kick it out fast. If you have illegal EV totals is another possible reason.
If you can't figure out what is going on and are looking for Chansey files, I suggest going to pokecheck and search for one. If their legality checker says things are legit, it usually passes (you can even upload your file to give you an idea what you are doing wrong.) It's not 100% correct all the time (you can get some Pokemon past hack checks even if pokecheck says that its illegal,) but it works the vast majority of the time.
You may be adding too many EVs or adding a move that may be legit, but not possible for that pokemon to have. For example, placing a 4th gen only move tutor move on that pokemon would be impossible since that pokemon has it's origin as an egg from a gen 5 cart. could you edit those pokemon for me ?I just check and the file passes bank without problems for me. I did have it redo the PID though just to be sure; however, the PID is the same.
Also, are attempting to alter the file in any way once you bring it into Pokegen? If so, you may be doing something to mess up the PID. Since I'm not there to watch what you are doing, have the program recalculate it and see if that fixes your problem.

Ribbons wouldn't matter since the only way to import some Bank legendaries are by importing events with the event ribbon (and I also successfully imported that file into bank without major edits to just check it out in case something esoteric was screwing things up.)You aren't the original owner of that Pokecheck mon, are you? Because if you aren't, Pokecheck adds a ribbon to indicate the cloned status of that Pokemon. I bet that would flummox the bank.

Overall, the hack checks are not that stringent, but they are a big leap forward to what they used to have.

The only pokemon that I can think of right off the top of my head that has ever been locked to a cart is the Spiky Eared Pichu in SS/HG. I actually downloaded and imported that file he linked to earlier to make sure that there wasn't something esoteric going on and to also see the file in Pokegen myself. The reason why he is most likely having trouble though is because he is altering the file. The hack checker is kind of picky about the move tutor moves and is a common area where people have hangups on.
That move is the most likely cause.Wow... Nintendo, that's just lazy.
According to Bulbapedia, only a couple of events ever got the Premier Ribbon before Gen VI. But yeah, others have gotten mons with illegal ribbons through the bank.
I guess the seismic toss is the most likely issue then.
