I vote for the second one, but it should be "She dreams of becoming Mrs. emperor with Dylan and conduct the empire together." and wouldn't "Empress" sound better instead of "Mrs. emperor"?

For one thing, 'ruling' should only having one L.

And 'with Dylan' is in the wrong place--so, what it's really saying is that she dreams of both her and Dylan becoming Empresses, and that's obviously not what's intended.

There are 2 correct options here:

She dreams of becoming an Empress, and with Dylan, ruling the empire together.

~ OR ~

She dreams of becoming an Empress and ruling the empire together with Dylan.
