change the first two to 08 to gain access to a few of the music pieces and characters, it should also give you 999 coins.
Only tested the speical mode so far, will look into the game later on.

Seems like its giving you every model and soundtrack if you go back to menu and back in
I dont have much time right now, playing a little with the values of where I pointed at should give you potential to gain all player models and soundtracks, 0F seems to work to give you everything and 999 coins.
