I never tested two external hard drives connected at the same time, but what I can tell you is that my external hard drive (wii U format) is plugged in front with a Y cable (works very well) .

Note that a single external hard drive (wii u format) can contain the wii, gamecube and wii u games on the single disc, with WiiVC Injector Script injection =>https://gbatemp.net/threads/release-wiivc-injector-script-gc-wii-homebrew-support.483577/

yes it will work. i have mine configured with two hdd. wii at the back, wiiu in front. wii hdd needs to be modified at partition header so that it doesn't recognize it as a valid formatable hdd.
