Say I'm looking to buy a wii and I want to hack it. Are there currently any types of Wii that can't be hacked fully?

Any Wii is able to get hacked. The only difference is the Wii's that were made after 09 aren't able to read DVD's so you won't be able to play your burned DVD games. But you can still USB load.

Wii's made around mid-2008 can't install bootmii as boot2, and ones that come with 4.2 or later can't be downgraded past 3.4 unless you use IOS60 in the slot it needs. The last part doesn't really matter since 4.1 is the most beneficial as far as hacks and features.

Are those things BETTER than USB loading?
Nope not really. USB loading is much better then running backup DVDs. Its more faster too. The only problem is that you won't be able to play GameCube backups at all.

Well one of the main reasons I want one is for GC backups.... So on newer ones there's NO way??? At all? Even through USB loading?

You could just buy a new logic board for the dvd drive and play burned gc games. It's like $35, but you would need to unsolder the old one, and resolder the new one on.

I see, and does Swiss work well??? What info can I get haha
Swiss is reasonable. Loading times are slighty slower and there are still some unsupported games, but aside from an audible glitch here and there, things are fine. But if you mainly buy it for the gamecube support, it's better to get a wode (better game support, larger storage space, better interface).

As for info on swiss, you can't get much better than this link.
