So now that the Wii Shop Channel has closed, is it legal to install .wad files that were on that channel because now there is no way to get those apps if you didn't already have them installed.
No. Stopped official distribution has no impact on the copyright situation.

Current copyright laws are – in my opinion – one sided and bad. Copyright length/duration is outright ridiculous.

If the rights holder(s) do not offer buying new licenses this does not mean one may use the software without license. With content on physical media (disc, cartridge) there is always the "used" market. With immaterial game unfortunately not (yet?)

I don't know any legal way for getting WiiWare nowadays (maybe find a Wii(U) with the game already legally on it.

    I don't have a wii u anymore to test it myself, but if homebrews are not visible on the wii u menu I think you can press L + R + minus to open the plugin menu, there should be an option called "homebrews on wii u menu" or something similar
