Just, why?

Playing Mario Party/Mario Kart with your friends just to ruin friendships is gone.

On a second thought, would it be probably possible to "bypass" region locking in local multiplayer?

I mean, hackers have figured a way to exploit region lock and be able to play other games.

So, would it be possible to hack Download and Play/Normal games to unlock region locking in local multiplayer?

Although I heard Resident Evil 3D Mercenaries doesn't have it locked.

I'm pretty sure local multiplayer isn't locked. Are you all using the same update of the games you're trying to play?

Edit: The only reason a game would be region locked when it comes to playing online or local would be if there are huge differences between a version from one region when compared to another.

Well, I can only confirm that Download and Play isn't the one -working- at least.

I haven't tried using the correct regions on both 3DSs.

I have both US and EUR so far launching the US one on a EUR 3DS automatically gives an error when creating a room.

Yes, both 3DSs are using the same updates.

Oh, download play? I guess I just read your post wrong.
It's because you're sending data that only works if you send it to another 3DS of the same region. It's like putting a US cart in a JAP 3DS.
However, if you both had carts, even from different regions, that would be a different story.

I have read various posts about Mario Kart 7 not having Local Multiplayer between regions. I'm not sure about other games though.

Hm. You should try it with another game, then.
I feel like the region Download Play sometimes works between regions may be because the game data sent is region free... or something. Maybe it just sends data that matches the other person's 3DS region.

they didn't 'simply' lock it, it is a game by game basis.
you can search for more threads about stuff like this :)

download play is region locked yeah

but multi-cart multiplayer isn't, i can confirm

Icy is right about mario kart 7 though. i went to a mario kart 7 contest once and we couldn't play cos some had USA systems like me, so we had to find an access point and play online even though we were right next to each other. ridiculous tbh
