Hardware why cant i use my sd card?

You will be using it to store the packages for installing the games, you can´t use it to install the games on it simultaneously.

WiiU system only supports installing games on internal storage (4GB/32GB) or USB media (USB flash drives or USB connected HDD's).

An USB connected HDD is more reliable and has faster IO speed.
 
Technically you can use your sd card to store games...

A Few ways:
  • Via the vWii Mode you can store downloaded wii shop games to an SD card.
  • If you use a USB to SD card adapter. You should be able to store wii u games on your SD card by connecting it to a USB port instead of the internal sd card reader.
  • Or via Loadiine GX2.

If you can't format the card; then something is broken or you are using the wrong tool for formatting:

  • Could be the write protection on the card. https://kb.sandisk.com/app/answers/detail/a_id/1102/~/sd/sdhc/sdxc-memory-card-is-write-protected-or-locked
  • Could be the card reader is malfunctioning. Try a different Card Reader
  • Could be you OS is malfunctioning. Try someone else's computer
  • or could be the card itself went bad. Buy a new card
  • try a different tool to format the sd card. try fat32formatter gui for windows. gparted for linux; not sure for osx/andriod/ios/ etc.
  • there is also a tool for testing SD cards. h2testw I think but I've not used it.

The little slot on the left of the sd card needs to be pulled up.
