Nintendo should do both to allow people to have enough space for many VC games.

Both, but if you have to choose then it depends on the upcoming things for wii. If there comes things like xvid/divx support or something(What would be unlikely imo). then hardrive. But if there isn't anything cool coming then sd card could be enough.

I don't think SDHC will be possible without support for USB adaptors. I would like to see this as its a shame to lose the usefulness of photo channel so early on. Most new camera models are supporting SDHC.

Yes, but only on the original console, so if you buy a new Wii for whatever reason, you cannot transfer the games.
Connecting it to an account should make that possible in some way.
