What steps should I take to beginning hacking roms?

Know this question has been asked a billion times, but not yet on GBATemp. So for all the aspiring rom hackers out there what steps should we take to begin rom hacking and so we have a good idea, how long will it take before we can become adept in it?

Let me tell you the main things you need are determination and patience. I had neither and never got all that far. I don't know how long it would take to get good at though.
