When I dump a 3ds game, what is saved? Saves and DLC?

A game backup only includes the game. Game updates and DLCs are separate titles. Saves and extdata are completely separate and can be backed up with a save manager

Okay, is there anyway to backup dlcs and updates?

Yes, package them into a cia using Godmode9, as you would for the game itself (they appear as separate titles, as two different games would)

TitleID-high 0004000E = update packs
TitleID-high 0004008C = DLC
