Yup, while the Gamecube discs were DVD-based just like the PS2 and Xbox, because they were mini discs, they held less data than games that were released for the PS2 and Xbox did. As such larger games that got multiplatform releases were 2 discs on the Gamecube, much like games for the PS1 could span 2 or more discs.

There are a handful more, but those were the kinds of games that were too big for one mini-disc.
