Nothing like this can be done, I think. Wait for an official update or Pokémon Stars.

Once Pokemon Bank is updated for Gen VII, more than likely an update for the game will give us the national pokedex. Currently, it's next to impossible to add it to the game, as it would require decompiling, modifying and recompiling the game's binary.

We will likely get the National Dex with the Pokebank update this month. Just wait a little longer.
