Homebrew Video Player 3DS?

Is there a video player for 3ds that allows you to skip around in the video? Quality doesn't matter, I just want portable shrek. (Not the camera app, I've somehow messed that up and it now crashes when I open it)

ALSO-

Can I use that DS/DSi (Don't remember) homebrew launcher that lets you play videos on a 3DS?

Use something like 3DS Video converter to watch videos through Nintendo 3DS Camera.
